POUGHKEEPSIE, N.Y. — Delays, most minor but some lengthy, have become routine for riders of Metro-North, a railroad that, until early last year, ran so reliably the typical commuter rarely had to think about it. Ten months of accidents, projects to improve tracks and safety, and lowered speed limits have battered the schedule.
Many of the measures have been demanded by federal agencies probing the railroad after four accidents since last May killed a total of five people, injured more than 140 and caused massive service disruptions. Repeated hammerings with snowstorms this winter only made things worse.
